Hello Guy
Here are some main ideas exchanged, on Wednesday, February 7th, 2007, in about 30 minutes, with Ambassador SON, in Bern, in company with his Minister Councellor, Mr. Pham hai BANG:


I. INTRODUCTION:

With a very strong conviction that, by Multifaced  E & C  (Exchanges & Cooperation) Process,  the VIET NAM in general should  be developped to reach quickly, the other countries . . .
(an idea just appeared, in 1956 ... self continuous trainning ... until 1970 with the wish to apply for VN...
 5 years, from 1990 - 1995 to find out the way to establish some good relations with VN Authorities ... then START  away ... , from 1995)
 

PROJECTS,  ECOVIETNAM would like to develop, to realize and to demonstrate are mostly based on the above multifaced E & C  ideas and  will  involve, by consequence,  both public, private and international sectors,  i.e.  active, professional and official SUPPORTS from the VN government and VN public administration should be a MUST.

   with the MAGIC COMPLICITY  from GENEVA CITY, HANOI CITY and  VN Mission in Geneva

> and  # 40 informal and friendly meetings organized and animated by Trung, during 7 years, from 1995- 2001,

   are exactly, some typical examples which should help 
   to explain WHAT and HOW Ecovietnam would like to do for Vietnam.


Feedbacks received from particiapants are  pretty POSITIVE, INTERRESTING and ENCOURAGING.

II. SOME CONSTATS:

1) Wen talking about E&C, VN side 
    - often assimilates E & C
      simply just as INDEPENDENT, ECONOMIC AND  INVESTMENT PROJECTS 
      and simply like to STOP at  the CONTRACTING PHASE ...

    - does not pay much attention, or gives much appreciation
      for the PROMOTION and PREPARATIONS WORKS 
      which were normally complicated, difficult and expensive in time, money and energy terms

2) Without VN authorities, many kinds of E&C projects
     which dependent to public sectors  should  not be easily, 
     even never should be buildt up
  
    Here are some examples:
    > HANOI - GENEVA    E&C  
    > CH - VN  E&C  IN TOURISM 
    > CH - VN  E&C IN PRESS 
    > E&C as done through 40 Informal and Friendly (I&F) Meetings, just mentioned above   

BUT, for most of the time, as experienced during  last 12  years,
It's pretty difficult, even VERY DIFFICULT,  to find out the VN active supports
in promotion & preperation phases 
and normally, and nearly, VN side, NEVER LIKE to hear for some explanations on "HOW TO DO"
and then ... 
once  E&C projetcs have been officially presented to VN authorities, which, normally, could no more progressed or developped further as wished ,
because the projects actor was left out of the game, by the VN side ...

3)  Stopping, waiting ... and setting up again and again and again ... for some new restarts . . .
      is not at all encouraging tasks.
   

III. SOME PROPOSITIONS to VN Embassy,  Vn Mission and VN authorities:
      After 12 years of very hard and complicated working,
      we very much would like to enter into  the 3rd phase,
      starting by the establisment of THE ECOVIETNAM BUSINESS CENTER (EBC)
      where E&C projects should be developed technically and professionally from.


  NO1:
     - informations concerned should be offically communicated to VN 
       to facilitate quick, efficient and official developments of E&C with VN 

    -  VN EMBASSY should be our 1st financial sponsor
         in the 1st financial sponsors list  for the EBC project, ONE 1st thousand sfr, for example.    
    
    - A permanent and  active Contact person
       to work WITH PROFESSIONALLY, TECHNICALLY and  in PARTNERSHIP style,
       right in the promotion and preperation phases of projects development

   -  Ecovietnam very much would like to WORK WITH the VN Embassy, VN Mission, VN Authorities ...
      but NOT ALWASY WORK FOR  ... especially, for nothing, as until now, 
      and would like to be sure that
      ECOVIETNAM should  be still inside the E&C projects after officially presented to .
  
 NO2:
       ECOVIETNAM would like to be officially involved 
       in Guy Mettan PRESS delegation to VN, next july,
       because that is

    -  an EXCELLENT occasion to develop and to present the ECOVIETNAM BUSINESS CENTER,
       here in Switzerland and there in VN for immediate E & C projects development with Vietnam

    - an EXCELLENT occasion to build up some good relationship with VN market in general,
       and  to find out some OFFICIAL SUPPORTS from VN AUTHORITIES.

    - an EXCELLENT occasion to promote and develop E&C Projects, 
      E&C in Press projects, included,  for both side, CH and VN and even further, the international side.

    - an EXCELLENT occasion  to consolidate and recruite Ecovietnam Members and Partners 
      for E&C Project WITH VIETNAM.


    >> 1ST ECOVIETNAM  E&C  business TOUR, in 2002
          should be adapted to build up the next   2ND  E&C Tour, of July 2007  .

SOME FEEDBACKS FROM AMBASSADOR SON

>  A positive, even very positive consideration in general, about propositions NO 1
    we should work together to find out rapidly, some interresting solutions for.

>  Propositions NO2,
    Guy and Trung, will help Ambassador to find out the reasons when communicating to VN

> and Finally, Ambassador SON would like to meet Ecovietnam Committee 
   and know more about ECOVIETNAM
