Vietnamese and US investors have signed an investment contract worth US$1.5 billion to fully tap the economic development potential of Ha Long Bay in the north-eastern province of Quang Ninh.

The pact was signed in Hanoi on Wednesday by Vietnam Au Lac Ltd Company and US Dye Vietnam Ltd Company. The US side contributed 51 percent of the total investment capital, and the Vietnamese side the remainder.

The signing ceremony was witnessed by Pham The Duyet, president of the Vietnam Fatherland Front and Nguyen Cao Ky, vice president of the former Saigon regime.

The contract was a result of Mr Ky’s return to Vietnam last year and his subsequent calls for US investors to do business in the country.

Andy Dye, general director of Dye Vietnam Ltd Company, said the building of a top-notch resort on Tuan Chau island in Ha Long Bay would help attract big investors in Asia. Once they arrive in Vietnam, they surely find investment opportunities in the country, he said.

The resort will be built on an area of 250 hectares, including a golf course of international standards, a luxurious hotel, and entertainment complexes, a helicopter airport, and ecological areas.

Andy Dye said his company will also invest in recreational areas in Hanoi, Ho Chi Minh City and Nha Trang.

Lễ ký diễn ra tại trụ sở Uỷ ban Mặt trận Tổ quốc Việt Nam với sự chứng kiến của ông Phạm Thế Duyệt-Chủ tịch UBTW MTTQ Việt Nam và ông Nguyễn Cao Kỳ, nguyên phó Tổng thống Chính quyền Sài Gòn cũ. Sau chuyến trở về thăm quê hương năm ngoái, ông Nguyễn Cao Kỳ đã vận động các nhà đầu tư Mỹ và dự án ký kết này là kết quả của những nỗ lực đó.

Ông Andy Dye - Tổng Giám đốc Công ty Dye Việt Nam Limited Hoa Kỳ cho biết, việc xây dựng một khu vui chơi cao cấp ở Tuần Châu sẽ thu hút được những khách hàng lớn ở khu vực Châu Á. Đến Việt Nam nghỉ dưỡng, các khách hàng này chắc chắn sẽ tìm thấy cơ hội đầu tư tại Việt Nam.

Trên diện tích 250 ha tại đảo du lịch Tuần Châu nằm ven bờ Vịnh Hạ Long, dự án sẽ đầu tư vào các hạng mục như: sân Golf đạt đẳng cấp quốc tế, khu khách sạn nghỉ dưỡng, vui chơi giải trí cao cấp, sân bay trực thăng, khu du lịch sinh thái… Dự án cũng sẽ đầu tư các khu vui chơi, giải trí tại Hà Nội, thành phố Hồ Chí Minh, Nha Trang. Trong liên doanh này, phía Hoa Kỳ góp 51%, phía Việt Nam góp 49%. Thời hạn hoạt động là 70 năm./.

The US Government has launched the Networking with the USA (NUSA) programme through the US Trade Agency in Vietnam, according to the Vietnam Chamber of Commerce and Industry (VCCI).

The programme provides trade services for Vietnamese businesses which are interested in the US market.

Through the programme, the US Trade Agency will help Vietnamese enterprises sharpen their international competitiveness by providing them with the latest equipment.

Enterprises which meet the standards set by the US Trade Agency will be eligible for financial assistance from the US.

Once an enterprise joins the NUSA programme, information on its activities will be stored at the website www.buyusa.com and saved in the database of the US Department of Commerce.

In addition, Vietnamese enterprises will receive information on exhibitions and conferences as well as financial assistance from the US Department of Commerce and the US Trade Agency.

National Assembly Nguyen Van An on Monday met with former United States trade representative, ambassador Charlene Barshefsky, who is currently visiting Vietnam.

Mr An hailed ambassador Barshefsky for her contributions to Vietnam’s economic development, and said he hoped the ambassador would share her expertise and support Vietnam’s World Trade Organisation (WTO) bid.

An told the US ambassador that Vietnam lacked experience in the international integration process and in preparation to join the WTO.

Barshefsky, also a negotiator of the Vietnam-US Bilateral Trade Agreement, praised Vietnam’s economic achievements.

A meeting between Vietnamese and US businesswomen will be held in April with the aim of enhancing co-operation among businesswomen of the two countries.

Lore Harp McGovern, wife of IDG chairman billionaire Patrick McGovern and member of the organising board, said the meeting is a good chance for US and Vietnamese businesswomen to share experiences and seek investment opportunities.

Around 20-40 US businesswomen will come to Vietnam to discuss social issues, family concerns, and business planning and management. They come from the C200 club - a club of groups and corporations whose annual turnover is over US$250 million and bosses have an annual income of over US$15 million.

US businesses will seek trade and investment opportunities in Vietnam as the country has the best growth prospects in Southeast Asia this year, according to Ernest Bower, President of the US-ASEAN Business Council (UABC).

"This is the year of Vietnam for the US-ASEAN Business Council. We are going to focus our attention on opportunities here because Vietnam represents perhaps the highest growth potential in South East Asia in 2004," Bower said at a press briefing in Hanoi on Thursday.

He placed strong emphasis on further development in bilateral relations at present and the need to promote such relations, especially in trade, investment, science and technology, in the future.

He said American entrepreneurs had selected Vietnam this year because the country has a stable political environment. It is improving the investment environment in preparation for the joining of the World Trade Organisation (WTO). This process also helps create a stable business environment and an attractive destination for foreign investors. Bower predicted that Vietnam is likely to reap the highest economic growth in Asia this year, surpassing even China.

Bower affirmed US businessmen's support for Vietnam in the shrimp dumping case, its export of textile and garments to the US, and the country's WTO accession.

Bower is leading a delegation of 12 companies involved in high-tech, processing, aviation, oil and gas, construction, insurance and finance, which are visiting Vietnam from Feb. 25-27. The delegation includes ACE Insurance, BMC Software, Boeing, Citygroup, Ford, New York Life, Parsons Brinkerhoff, Philip Morris, Underwriters Laboratory, Unisys, Unocal and United Parcel Service.

Bower said the US is now Vietnam’s fifth largest investor and it hopes to top the list in the near future. He said the visit to Vietnam this time showed American entrepreneurs’ determination to beef up their operations in Vietnam.

Raymond Sander, Chairman of the US-Vietnam Business Council under the UABC, said an exchange of visits by business executives and government officials from Vietnam and the US were key to expanding ties between the two countries. After talks with senior Vietnamese officials, Sander said he has high hopes for bilateral trade and investment cooperation.

A conference on Information Communication Technology (ICT) was held at New World Hotel in Ho Chi Minh City on Monday by Vietnam Silicon Valley Network (VSVN) and the American Chamber of Commerce (AmCham).

At the conference, domestic and foreign ICT businesses discussed and exchanged experiences on the investment environment, labour law, human resources and ICT infrastructure in Vietnam.

VSVN President Do Doan Quoc Huy said this is the first time VSVN visited Vietnam to seek investment and co-operation opportunities and partners. He added that recently, VSVN members have been paying much attention to developing a network to exchange ICT information and co-operation programmes in Vietnam.

The USA Today newspaper gave a wide coverage of Vietnam’s land and people in its Friday issue.

According to the newspaper, Vietnam is a safe and attractive destination for foreign visitors, with improved tourism services meeting Americans’ high demands. In addition, Vietnam retains its distinctive characteristics of an agricultural country in Asia, poor but on the right track to the integration process. The paper said Vietnamese people are happy and friendly and they always desire to break with the past and look to the future.

The paper introduced American readers to Vietnam’s tourism potential and good hotel services as well as its top notch spots in Hanoi, Ho Chi Minh City, Hue, Da Nang, Hoi An, Ha Long Bay and Sa Pa. It also advertised American companies running tours and field trips to Vietnam for targeted tourists such as war veterans and Vietnamese Americans.

A delegation of the National Assembly’s External Relations Committee led by its vice chairwoman Ton Nu Thi Ninh is visiting the US from November 30 to December 19 to maintain and expand Vietnam-US Dialogue on people’s diplomacy and mutual understanding.

On December 9, Ms Ninh held a press conference in Washington with the participation of media workers from the US and the world. She told reporters that the Vietnamese delegation had visited and talked with students of well-known universities, officials of research agencies, non-governmental organisations, communities including the Vietnamese American community, and companies and businesses who are developing economic and trade relations with Vietnam. They exchanged views on issues of mutual concern and sought measures to boost bilateral co-operation in all areas, particularly in economics and trade, and to promote mutual understanding.

Answering the reporters’ questions regarding human rights and religious freedom in Vietnam, Mr Ninh presented vivid evidence to prove that some individuals and organisations in the US had released misleading information to distort the real situation in Vietnam. She expressed her regret that the US Department of State included Vietnam in the list of countries of ‘particular concern’ regarding religious freedom. She said that the US department lacked objective and true information about Vietnam and that the decision would not contribute to further developing bilateral relations.

Regarding Vietnam’s refusal to grant an entry visa to US congressman Loretta Sanchez, Mr Ninh affirmed the Vietnamese Government’s open and flexible policy to create favourable conditions for US citizens and officials to visit and work in Vietnam. She said Ms Sanchez is ‘an exceptional case’ because her visit ‘will not serve the promotion of bilateral relations’. It will only comply with the requests of some voters who have voiced support for her’.

Mr Ninh confirmed that last year the Vietnamese National Assembly received many American delegations of congressmen, including those who lack goodwill towards Vietnam, and created its best conditions for them to fulfil their tasks during their visits.

US landmark flight signals positive signs

US ambassador to Vietnam Michael Marine says the inaugural flight from San Francisco to Ho Chi Minh City has not only opened a new page in -Vietnam relations, but also created numerous trade opportunities for both countries;

United Airlines’ Boeing 747-400 carrying more than 300 passengers aboard landed at Tan Son Nhat international airport in Ho Chi Minh City on Friday night after a 20-hour non-stop flight from San Francisco.

This was the first commercial flight from the United States to Vietnam since the war ended in 1975. The flight also marked three years of development after the signing of the bilateral trade agreement.

Among passengers were Tran Anh Tuan, Vietnamese Consul General in San Francisco; Ho Xuan Son, Vietnamese Consul General in Hong Kong; Michael Marine, US ambassador to Vietnam; San Francisco governor, Gavin Newsom; United Airlines vice director and American entrepreneurs. Joining the flight was actor David Hasselhoff who came to present wheel chairs to disabled children and athletes.

The inaugural flight marked a turning point in Vietnam-US relations, particularly co-operation in trade and investment.

The US Transportation Secretary said at the inaugural ceremony that the flight signalled the start of an aviation agreement that was signed last year and opened a new window of opportunity for entrepreneurs of the two countries.

Vietnamese Ambassador to the US Nguyen Tam Chien said the direct air link will help boost bilateral co-operation and mutual understanding between the two countries.

Mark Schwab, United Airlines vice chairman in charge of Asia Pacific region, considered the inauguration of the non-stop flight from the US to Vietnam an inevitable development because United Airlines has conducted most flights to Vietnam and that the inauguration will benefit both sides.

The Mercury News described the flight as the latest sign of improving relationship between the two countries that is getting both broader and deeper in all aspects from trade to fighting drugs and terrorism. The paper said several Silicon Valley businesses and Vietnamese-American entrepreneurs see the flight as a symbol that the time is right to do business in Vietnam.

Newspapers in Hong Kong on Saturday described the fight as a landmark in resuming direct air links to Vietnam. They quoted US ambassador Marine as saying the event has not only opened a new page in Vietnam-US relations but also created numerous trade opportunities for the two countries. Two-way trade value now reaches US$5 billion annually.

Just after the flight landed at the airport, Davis Jones, a correspondent of the Business Travel Magazine told media agencies that he was very happy to fly to Vietnam on this aircraft. He said the opening of the flight has marked the return of American entrepreneurs to Vietnam - a country that is successful in opening doors to foreign investors.

Andrew Lam, a Vietnamese American writer, said he has returned to Vietnam 10 times, but this was a special flight.

"Vietnam is always an attractive destination to me," said Mr Lam. "Thanks to the flight, Vietnam is now closer. I have travelled a lot and wherever I go, I saw drastic changes. Vietnam-US trade is increasing and such non-stop flight will contribute to giving it a boost".

Nhằm duy trì và mở rộng cuộc "Đối thoại Việt Nam - Hoa Kỳ" thúc đẩy hoạt động ngoại giao nhân dân vì mục đích tăng cường quan hệ giữa hai nước, bà Tôn Nữ Thị Ninh, Phó Chủ tịch Uỷ ban Đối ngoại Quốc hội Việt Nam đã có chuyến thăm và làm việc không chính thức tới 8 bang và 12 thành phố của Hoa Kỳ từ 30/11 - 19/12/2004.

Chiều 9/12, trong chặng dừng chân ở thủ đô Washington, bà Tôn Nữ Thị Ninh đã có cuộc họp báo tại Câu lạc bộ báo chí quốc gia Hoa Kỳ với sự tham gia của đông đảo các nhà báo Mỹ và quốc tế. Tại cuộc họp báo, bà Tôn Nữ Thị Ninh cho biết, Đoàn Quốc hội Việt Nam đã có các cuộc tiếp xúc rộng rãi với công chúng Hoa Kỳ từ các trường đại học, cơ quan nghiên cứu, các tổ chức phi Chính phủ, các hội đoàn trong cộng đồng dân cư, trong đó có cộng đồng người Mỹ gốc Việt, các công ty, doanh nghiệp có quan hệ kinh tế, thương mại với Việt Nam để trao đổi ý kiến, thông tin về những vấn đề hai bên cùng quan tâm, tìm cách thúc đẩy quan hệ hai nước trên các lĩnh vực, nhất là quan hệ kinh tế, mậu dịch, tránh những hiểu lầm đáng tiếc do thiếu thông tin, không thực sự hiểu biết lẫn nhau.

Trả lời câu hỏi của các nhà báo và một số người có quan tâm tới "Vấn đề nhân quyền và tự do tôn giáo ở Việt Nam", bà Tôn Nữ Thị Ninh đưa ra những ví dụ cụ thể để chỉ rõ rằng một số tổ chức và cá nhân ở Hoa Kỳ đã đưa ra những thông tin phiến diện, bóp méo, không được kiểm chứng khách quan và vì vậy phản ánh không đúng thực tế những gì đang diễn ra ở Việt Nam. Với quân đội của Bộ Ngoại giao Mỹ đưa Việt Nam vào diện "Các nước cần đặc biệt quan tâm về tự do tôn giáo", bà Tôn Nữ Thị Ninh nói rằng đây là việc làm rất đáng tiếc, do thiếu thông tin trung thực, khách quan và quyết định này không góp phần vào việc tăng cường, phát triển quan hệ giữa hai nước.

Về việc hạ nghị sĩ Hoa Kỳ Loretta Sachez bị từ chối cấp thị thực nhập cảnh Việt Nam, bà Ninh cho biết chính sách của Chính phủ Việt Nam rất cởi mở và linh hoạt nhằm tạo điều kiện thuận lợi cho công dân và các quan chức Chính phủ Hoa Kỳ đến thăm và làm việc tại Việt Nam. Trường hợp bà Loretta Sachez "là một trong những ngoại lệ" vì mục đích đến Việt Nam của bà "không phục vụ cho việc thúc đẩy quan hệ giữa hai nước" mà là nhằm đáp ứng cho những yêu cầu nào đó của một thiểu số cử tri lớn tiếng bỏ phiếu cho bà. Quốc hội Việt Nam trong năm qua đã tiếp nhiều đoàn nghị sỹ Hoa Kỳ trong đó có những nghị sĩ vẫn thường phê phán Việt Nam… tạo điều kiện thuận lợi để các nghị sỹ Hoa Kỳ hoàn thành được mục đích chuyến thăm của họ.

Cách tiếp cận vấn đề linh hoạt, trả lời câu hỏi thẳng thắn, lịch lãm và chân thành của Phó Chủ tịch Uỷ ban Đối ngoại Quốc hội Tôn Nữ Thị Ninh đã hoàn toàn thuyết phục được các nhà báo khó tính của Mỹ và quốc tế./.

Lúc 22 giờ 30 phút tối qua (10/12), chiếc máy bay Boeing 747-400 số hiệu 869 của Hãng hàng không United Airlines (Mỹ) đã hạ cánh xuống sân bay quốc tế Tân Sơn Nhất (thành phố Hồ Chí Minh). Đây là chuyến bay thương mại đầu tiên kể từ năm 1975 giữa Mỹ và Việt Nam. Đón đoàn có Phó Chủ tịch Uỷ ban Nhân dân thành phố Hồ Chí Minh cùng nhiều quan chức Bộ Ngoại giao.

Đi trên chuyến bay đầu tiên này có ông Trần Anh Tuấn, Tổng lãnh sự Việt Nam tại San Francisco; ông Hồ Xuân Sơn, Tổng lãnh sự Việt Nam tại Hồng Kông; ông Michael Marine, Đại sứ Mỹ tại Việt Nam; các quan chức chính quyền thành phố San Francisco, các doanh nhân Mỹ và nhiều Việt kiều... Đặc biệt cùng đi chuyến bay nói trên còn có diễn viên điện ảnh David Hasselhoff (đóng trong loạt phim Bay Watch), thành viên Hội Bánh xe nhân đạo đến Việt Nam để trao những chiếc xe lăn cho các trẻ em và vận động viên khuyết tật.

Buổi đón tiếp được tổ chức trọng thể với những đoàn thiếu nữ mặc áo dài tặng hoa, trong tiếng trống rộn rã đội múa lân sư rồng tưng bừng chào đón các vị khách. Chuyến bay đầu tiên của United Airlines nối thành phố San- Francisco với Thành phố Hồ Chí Minh chỉ có 18 tiếng đồng hồ với một điểm dừng duy nhất tại Hồng Kông. Chuyến bay đánh dấu 3 năm ngày Việt Nam - Hoa Kỳ ký Hiệp định Thương mại song phương (BTA). Sự kiện này đánh dấu mối quan hệ Việt - Mỹ đã phát triển lên một bước mới; thành phố Hồ Chí Minh trở thành điểm đến thứ 12 của United Airlines (hãng hàng không lớn thứ 2 trên thế giới) tại khu vực châu Á - Thái Bình Dương.

Theo ông Mark Schwab, Phó Chủ tịch phụ trách khu vực Châu Á Thái Bình Dương của United Airlines (UA), việc UA mở đường bay trực tiếp đến Việt Nam là sự phát triển tất yếu, vì UA là hãng hàng không Mỹ bay đến Việt Nam nhiều nhất và việc khai thác đường bay trực tiếp đến Việt Nam sẽ có nhiều thuận lợi.

Viết về sự kiện này, tờ "Văn hối" của Hồng Công ngày 11/12 cho rằng chuyến bay này là "chuyến bay hành khách mang tính lịch sử trở lại Việt Nam". Tờ báo dẫn lời ông Michael Marine, Đại sứ Mỹ tại Việt Nam khẳng định, đường bay mới thể hiện quan hệ sâu sắc giữa Mỹ và Việt Nam, không những mở ra một trang mới trong quan hệ mà còn tiềm tàng nhiều cơ hội thương mại giữa Mỹ và Việt Nam. Hiện nay kim ngạch thương mại giữa hai nước bình quân một năm đạt 5 tỷ USD.

Trả lời phỏng vấn báo chí ngay sau khi chuyến bay hạ cánh, ông Davis Jones, phóng viên tạp chí "Business Travel magazine” đến từ New York cho biết: "Lần đầu tiên sau gần 30 năm UA quay trở lại Việt Nam và mở chuyến bay trực tiếp từ phía bờ biển phía Tây nước Mỹ tới đây. Với tôi đây là điều đặc biệt quan trọng trong cuộc đời khi được có mặt trên chuyến bay này. Việc mở đường bay là ghi nhận sự trở lại của các doanh nhân Mỹ khi Việt Nam đang mở rộng cánh cửa và mở cửa rất thành công".

Ông Andrew Lam, nhà văn, nhà báo người Mỹ gốc Việt nói: "Tôi đã trở về Việt Nam hơn 10 lần, đặc biệt lần này trên chuyến bay trực tiếp của UA. Việt Nam trở thành điểm đến luôn hấp dẫn đối với tôi và bây giờ rất gần, nhờ chuyến bay được rút ngắn. Tôi đã chứng kiến sự thay đổi của Việt Nam qua rất nhiều năm, tôi đã đi rất nhiều và ở đâu cũng nhận thấy sự đổi mới rất rõ nét. Sự trao đổi kinh tế giữa Việt Nam và Mỹ ngày càng tăng mạnh và những chuyến bay trực tiếp như thế này sẽ càng thúc đẩy sự phát triển đó".

During the visit, he will meet with representatives from the Foreign Ministry, the Ministry of Planning and Investment, the Ministry of Trade, the Finance Ministry and the Government Committee for Religious Affairs.

Three years ago today, Vietnam and the US signed the bilateral trade agreement (BTA) – a landmark deal in the history of trade development between the two countries. Since then, two-way trade has continued to prosper and the US is Vietnam’s largest importer. This year, in particular, the US emerged as one of the top 10 investors in Vietnam.

Thanks to the signing of the deal, bilateral trade saw spectacular growth, reaching nearly US$5.8 billion in 2003 from US$1.4 billion in 2001. Vietnam’s exports to the US also increased to US$4.5 billion from approximately US$1 billion. According to US Customs, between January-September 2004, Vietnam exported nearly US$4 billion worth of goods to the US, a year-on-year increase of 8.9 percent. With the export value, Vietnam became the 35^th largest exporter to the US while the US became Vietnam’s largest importer.

Garments took the lead among major export items to the US. Despite quota impositions last year, Vietnam notched up US$2.5 billion from garment exports to the US, an increase of 160 percent against 2003 and accounting for 56.2 percent of Vietnam’s total export value. According to deputy Trade Minister Le Danh Vinh, garment exports to the US are expected to increase by 20 percent in 2004.

In 2004, major exports to the US such as garments, woodwork, footwear, farm produce, handicrafts and plastics all increased, except for seafood, due to lawsuits. Meanwhile, US exports to Vietnam only increased sharply thanks to a Vietnam Airlines’ deal to purchase Boeing aircraft. In the first nine months of 2004, US exports to a Vietnam dropped 20 percent, except for cotton (up 100 percent) and wood (up 111.3 percent).

Experts expect that US investment in Vietnam will prosper in the next two to four years. In fact, the number of representative offices of US companies in HCM City rose to 100 this year from 40 in 2001. This proves US businesses are keen to develop and expand their operations in Vietnam.

According to the Ministry of Planning and Investment, the US has invested 209 projects in Vietnam capitalised at nearly US$1.3 billion. This is the first time the US has become one of the 10 largest investors in Vietnam.

US Consul General in HCM City Seth D.Winick said business people of the two countries have succeeded in exploring co-operation opportunities in each other’s markets. He hoped that in the near future, except for current major exports, Vietnamese enterprises will export software products, chips and electronics accessories to the US market. Meanwhile, US enterprises can explore Vietnam’s agricultural, financial and banking services, advertising, telecommunications and tourism sectors. Mr Winick said the resumption of direct air routes between Vietnam and the US after 30 years of suspension by United Airlines demonstrated the US business circle’s determination to participate in the Vietnamese market.

The US group Hi-Tek will help 100 Vietnamese hotels promote tourism programmes on the website www.hotels.com.vn.

The assistance is part of a co-operation programme between the group and the Vietnam General Administration of Tourism and the Vietnam Association of Tourism.
